Take a look at the proposed tax on soft drinks, to prevent obesity. I have very strong moral objections to this type of tax, but lets look at what happens anyway.
The problem as always comes only a little later, there are massively high taxes now on petrol (to make us use less of it) so we start to buy hybrid and fuel efficient cars (you may think this has worked then) but no, the government starts to look for ways to "pay for the decline in fuel duty" like road mile charging.
every deterrent tax does this, it very quickly just becomes a revenue stream.
