Back when he heard labour's anouncement in Carbon Capture, wanted it to go further and faster.
Then devised and supported the Carbon Floor Tax.
then (beside the lib dems) decided on "Low Carbon Generation" - set to double energy bills by 2020 - about the only target they are in line to meet.
