I cant help but think this quote is a deliberate plant. Once you have chosen specially for me bring up a certain environmental lobby group who yet again came up with a half baked idea, then went full speed ahead with out ever thinking of the consequencs

If so then you got your wish, though i must add that this sort of thing is not the "some change" that Edmund Burke was meaning, and it most certainly did not help Peru with its "conservation"

As you say, Burke was suggesting something rather different - that human organisations, like all living things and groups of living things, have to adapt to survive.

Hence a system of government which has no ability to adapt to changing circumstances will have to collapse or be overthrown when circumstances change.
