Best one I heard today was actually from Tony Benn,

The NHS had a boat race against a Japanese crew and after Japan won by a mile, a working party found that the winners had 8 people rowing and one steering, whilst the NHS had had 8 steering and one rowing. So the NHS spent £5million on consultants and formed a reformed crew of four assistant steering managers, three deputy managers, and a director of steering services. The one rower was given an incentive to row harder. They held another race and lost by two miles. So the NHS layed off the rower for poor performance, sold the boat and gave the Director of steering services a bonus for making difficult decisions"

Well, believe it or not, yeah :) but there is a lot in what he said, its like so many other public sector places, top heavy, to many chiefs as the saying goes.

I remember a joke going around on face book, there was a hole with a man working digging it and a load of people stood all around the hole looking down.

they all had a label, things like Engineering manager, Project manager, finance manager, health and saftey rep, Business co ordinator,

the person in the hole working was "bloke from Poland"
