The idea of lower energy bills will always be popular.

The means of doing it, well, that can cause problems.

I see the EU parliament not to be outstaged by the Americans, are having meetings to avoid a government "shutdown" - You would have thought they would know, even less people care about that than cared in the states.
its not extra funding they are after, just a re-allocation of money that has already been paid.
