leave aside the fact that VAT is an EU tax and this is an idea from UKIP hmmmmm.
And also leave aside the fact you cant have more than 3 rates of VAT (as labour found out when they wanted fuel VAT cut to 17.5%)
Even when you ignore those two blatently obvious points, its still such a bad idea its funny.
