Stop and think about the implications of Thomas Sowell's words for political debate. When someone refers to a policy (presumably their own) as a success, or another policy (presumably that of their opponents) as a failure, consider what criteria that success or failure is being judged on.
And if you are comparing two alternative policies for the same portfolio, should the success criteria be the same? If they are not, why not?
