A quote which is often slightly modified - people seem unable to repeat it without automatically adding the word "only" before "if" or "of them" after "two." But the above is the form in which it originally appeared in Poor Richard's Almanac in 1735, of which the then budding statesman and publisher, Benjamin Franklin, was the author. 

It means that the fewer people know a secret, the more likely it was to remain a secret.

And if you are involved in politics, it is generally a good idea never to put anything in writing, including in email or on social media, which you would not want to see on the front page of the local newspaper.
