He wasn't writing about Cumbria. There are people in Cumbria, as there are everywhere who exhibit the mentality he was describing, but if anything I would say it is rarer here than in more metropolitan areas.

It's my experience that people in this county are more used to saying exactly what they thin and consequently better at coping with being told what other people think.
