If someone tries something again and again without making any attempt to learn from the previous attempts and avoid repeating whatever caused them to fail, that matches the definition of insanity which you refer to. (It's often attributed to Einstein but I understand there is little or no evidence that he said it.)
If however, while trying again and again to reach the same goal, you also seek to change the aspects of your attempts which previously failed, you are combining perseverance and wisdom.
It is likely that anyone who attempts something 19 times and fails but succeeds at the twentieth attempt will have done this
