Private Members' bills

This week, the government backed four Private Members Bills to become law, saving costs for mobile home owners, safeguarding voters from undue influence, banning employers from withholding tips from hardworking staff, and increasing protections for pension savers.

  • The Mobile Homes (Pitch Fees) Act 2023 will change the inflationary measure used during annual pitch fee reviews for mobile homes from the retail prices index (RPI) to the generally lower consumer prices index (CPI), providing a cost saving to mobile home owners.
  • The Ballot Secrecy Act 2023 will introduce a specific new offence for individuals who accompany a voter to a polling booth or position themselves nearby with the intention of influencing a voter - tackling ‘family voting’ in polling stations and safeguarding voters from undue influence.
  • The Employment (Allocation of Tips) Act 2023 will create a legal obligation on employers to allocate 100 per cent of tips, gratuities, and service charges to their employees, without making any deductions, so customers will know that all tips will go directly to the hardworking members of staff who have earned them.
  • The Pensions Dashboards (Prohibition of Indemnification) Act 2023 will make it a criminal offence for trustees and managers of occupation pension schemes to reimburse themselves using assets of the pension scheme for penalties imposed on them due to non-compliance with regulations, increasing protections for pension savers.
