A very thought-provoking and interesting argument in favour of local government reform in general and unitary authorities in particular from Conservative agent Andrew Kennedy at

I don't go all the way with Andrew - I think the pattern of geography, needs and cultures is so different in various parts of the UK that imposing the same model of reform from the top on the whole country would be a mistake.

But I do think that some of the reforms he is calling for make a very great deal of sense.

2. Real local democracy:

The foundation of our democracy shall be the counties (or other local units as may be defined), which shall become constitutional bodies exercising under the control of their peoples all powers of legislation, taxation and administration not specifically granted by the people to the national government.
