Despite all the scorn heaped on this expression, at the time it was used it communicated a clear and simple message, e.g. "We are not going to wriggle out of obeying the majority decision in the referendum."

As a description of the government's negotiating position in the talks to create a new relationship with the EU this expression would of course have been inadequate. As a declaration that the government would honour the promise to respect the referendum result it meant something.
