We have a paradox that state spending in Britain is at record levels for peacetime, yet the perception is that there is serious underinvestment in public services.

There are reasons for this. The highly unusual situation of the pandemic, and its' legacy, is part of it.

We also need to recognise that it is not enough to spend money. It is also important how effectively it is spent.
