Government apologises for Exam difficulties

By the standards of what passes for apologies from public figures these days this really is one, because it does actually include the words

"I am sorry."

My criteria is that if an "apology" includes those words or "I apologise" or something fully equivalent then I count it as actually being a real apology.

All too often we get non-apology apologies which are nothing of the kind. You won't have to look very hard (on all sides of politics) to find plenty of cases which fit that description far better than the one above does.
